You can move big data over big pipes anywhere in the world in a manner that would be encrypted in a way that would take the best supercomputers tens of thousands of years (or more) to crack. If a contractor from wherever was hired by a state I.T. department that would be a different situation than if the best military contractors or in-house brains working with a three letter agency set up and executed the data transfer to Germany.
